According to this thread, you can get the achievement if you re-install the patch after completing all the other achievements, then open the Recollection Library in Extras, which isn’t available in the censored version. I got all the other achievements and tried a bunch of things (playing through the game again, opening the galleries, checking the liner notes, quitting the game and restarting, etc.) but couldn’t get this to pop.
